How to do it and how to interpret it ?

Compare it to your natal and only count the aspects between the two that are exact to within a degree and a half, because none of the others count.
Be sure to include the angles!
Next, check to see if any of the exactly aspected planets and angles will be activated by a transit while they are still in effect. If so, then you can reasonable expect "something" to actually manifest in the material world- that is, what we semi-blind humans refer to as Real Life.
If the progressed to natal aspects are not triggered by transit, most likely than not you'll experience the "mood" of the aspect configuration as long as it is in effect.
"Action" is more likely to be generated by the conjunctions, squares, and oppositions, while the trines and sextiles either produce an easy flow or, a case of being "taken away" by an event. Alternatively, an actual event won't occur but you could be experiencing something inside of yourself. Not to say that by "inside of yourself" they are no less important, it could be a major change in perception and understanding occurring, that you might not even realize were occurring till it's over (as in aspects to neptune, for instance.)
The Ascendant of your progressed chart colors your personality and focus, too. People often note changes in direction, health, appearance, goals, ect, when the progressed Ascendant changes signs.
Oh to add- if you see an aspect between the progressed chart and your natal that involves two planets (or angles) which are in aspect in your natal, you will be more likely to "feel" it, because something specific is being "worked on".

I wish my Romanian friend were here! He'd interpret that page for me. 
If they are asking for your birth date, you'd type that; if they are asking for a date to base the progressed chart on, then whatever date you are interested in looking at, either today or someday in the future.

hi Chriss, why not use www.astro.com?
basically, you would look at any new changes to the natal chart via the progressed chart -- see sample below.
here is a sample natal & progressed chart:
and here is the sample progressed chart -- I believe you would use the current date, which astro.com already uses and see how your planets have progressed, etc.:
in the above sample chart, the natal asc & sun in leo have progessed into virgo -- the moon has progressed into leo -- venus has progressed into virgo -- jupiter has progressed into sag -- the mc has progressed into gemini -- so all of this is different from the natal chart.
venus & pluto have progressed to the 1h -- uranus has progressed to the 2h -- jupiter & neptune have progressed to the 3h -- mars & nn have progressed to the 5h -- the moon has progressed to the 11h -- saturn has progressed to the 9h -- mercury has progressed to the 2h -- all of this is different from the natal chart.

Well with this progressed chart cynthia showed the rising has progressed into virgo ovelaying the second house. This means the person will be focused on their finaces and personal things for 30 years (total) with a few years or so of said 30 left. With the rising progressed into virgo they will be more of a profectionist about such things then ever before. The sun has also progressed into virgo and this means for 30 years (total) with a few years of said 30 left. they will take much pride in their things. Venus has also progressed there and this could mean they could find creative and artstic ways to make money. Over the next year or so the moon is going to be progressing through leo 1st which, means said person will have a strong emotional need to be the center of attention and/or in charge and will do nothing to hide it. This being in charge will be connected to second house matters due to the progressed sun ruler of the rising being in the second.

Are these all progressed aspects or are some of these natal aspects which, havent' fully progressed yet? Also, the ones that are progressed what sign and house and overlaying house do they appear in?

A progression is a mathmatical forumla where a day is taken for one year of life. In other words 12 days in progressions is 12 years.

If you look at that chart with transits
see here
You can see that Mars will no longer be conjunct Saturn nor opposing Uranus/Jupiter on August 20th, the date you have the progressions set to. Seems to me that would take some of the "accident energy" out of the configuration. Is that the day of your trip?
Mercury in your progressed chart is also exactly trine the AC. I do not know if the AC of this chart aspects anything in your natal, but I am still inclined to think the exact trine is key, and indicative that travels will go fine. It's in the 9th house, too- the house of long distance travel!
I see your progressed chart here also shows Venus conjunct Mars- and the transits for that time specified show Venus conjunct Mars. Is there some sort of romantic element involved in your trip, possibly involving a 'foreigner'?
This is a just a wild guess, as I don't have your natal.
